device.timezone.set: Set time zone
What it does
Externally use IANA region names only (areaName, e.g. Asia/Shanghai). This method does not appear in device.capability.list. When several cities share the same offset, get may return a representative name for that group.

Minimum permission
The administrator does not need an extra permission on a device they bound. A shared device needs the basic configuration permission. A bound sub-user does not. A sub-account needs Config.
