storage.local.encrypted: Set SD card encryption property

What it does

Types: Scalar/enum values in properties may be JSON numbers or strings (per catalog field.jsonl and gateway normalization).

Turns SD card encryption on or off on the device. 1 on, 0 off. Out-of-range values are rejected, not truncated.

The administrator does not need an extra permission on a device they bound. A shared device needs the storage management permission. A bound sub-user does not. A sub-account needs Format. Do not send channelId for device-scoped properties. A write timeout does not mean the operation did not execute.
