What it does

Switches the local network. model: 0 4G to Wi-Fi, 1 Wi-Fi to 4G. Each call runs once.

Administrators acting on their own bound devices do not need extra permission. Acting on shared devices requires basic configuration permission. Sub-user binding does not require it. Sub-accounts need Config. A timeout does not mean the operation did not execute.
